One collector of a town government water system issues a receipt to a consumer in the amount of P1,900. But he submits to the agency another receipt in the amount of P50.00, pocketing the rest of the money he collected. This is the modus operandi of the other collectors. Does their boss know about this? Does he counter check whether the receipts reflect true payment? This is allegedly done year in and year out.
The blogger was appalled at what the broadcaster was saying. Yes, the boss noticed the discrepancy,but did he issue a sort of a memorandum to the erring collector? No. Most of the collectors are his relatives
The blogger has been head of of a government agency, which is not income-generating . But an anomaly of this sort would have drawn a quick memo, a stern warning to the employee: Explain within 24 hours why you should not be dismissed from the service for committing this (act) that is inimical to the interest of the government.
The boss is the leader of a writers' organization and also a member of a rival writers' group. Think about it, Dr. Jean D and Dr. Boni.
